Julia Shamini Chase (“Shamini”) is the Founder and Chief Executive Officer of Gold Leaf Consulting Limited.
Shamini is a qualified attorney-at-law holding a Master of Laws (LL.M.) in International Banking and Finance Law from the University of London. Shamini specialises in financial regulatory law and is a highly respected and well-known regulatory lawyer and compliance specialist in the BVI. She is also a Fellow of the International Compliance Association and is admitted to practice law in the BVI and Saint Lucia.
With over 17 years of professional experience, Shamini strives to implement effective, timely, and profitable solutions for her clients in her practice. Gold Leaf was founded as a small regulatory and compliance services firm that swiftly evolved into a reputable regulatory compliance and business solutions consultancy firm.
Shamini has represented her clients’ interests as a business consultant before international licensing agencies, governmental bodies, and other regulatory entities. She has a flawless success rate with the BVI Financial Services Commission for licensing applications and maintains an excellent global record with other relevant authorities. She is highly regarded for her ability to simplify complex regulatory and compliance issues, turning them into actionable strategies that clients can confidently execute. A respected advisor to CEOs and Boards, Shamini is well known for delivery strategic, high-impact guidance.
The industry’s respect for Shamini’s ability to leverage her extensive regulatory legal experience with her unique blend of regulatory insight and results-oriented and strategic compliance niche has resulted in her attendance at several regional and international speaking engagements about regulation in financial service and Fintech. She is also a very well-respected trainer and presenter in the BVI, with extensive experience delivering training to many BVI-licensed entities, including previous engagements as the course trainer on behalf of the BVI Financial Services Institute (now referred to as the Robert Matthavious Institute), and to regulated entities in the BVI including competent authorities.
Over the last few years, Shamini has developed a niche area in the legal regulatory and compliance sphere in the BVI, because of her ability to blend her operational expertise as a compliance and regulatory officer, with her legal expertise as a regulatory and licensing attorney. This unique blend affords Shamini and, by extension, Gold Leaf the ability to provide clients with practical solutions for establishing effective compliance policies and procedures to bolster their regulatory programmes. Under her stewardship, Gold Leaf was the first firm to steer a FinTech Sandbox Application in the BVI successfully, and subsequently the licence for the first cryptocurrency exchanged approved in the BVI. Shamini has also been engaged as a member of the BVI FinTech Committee since 2019.
Additionally, Shamini is a Commissioner at the BVI Telecommunications Regulatory Commission, where as a member of the board of directors, she helps to oversee the regulation and supervision of the telecommunications in the BVI.
