Founder and Managing Director


Shamini Chase is the Founder and Managing Director of Gold Leaf Consulting Services Limited.

A qualified attorney-at-law holding a Master of Laws (LL.M.) in International Banking and Finance Law from the University of London, Shamini specializes in financial regulatory law, and is a well-known and highly respected regulatory lawyer and compliance specialist in the BVI. Often sought out for her commercially pragmatic approach in providing regulatory and compliance guidance, Shamini strives, in her practice, to find practical, effective and timely solutions for her clients.

As a dynamic and passionate speaker in her field, Shamini has presented on BVI regulatory topics at several local and international conferences and has also worked with the BVI Financial Services Commission (“BVI FSC”) and the BVI Financial Services Institute (“FSI”) as a course trainer for the BVI FSC/FSI Master Class Series in Compliance Training in the BVI. Shamini has earned a solid reputation for efficient preparation and submission of complex licensing applications to the BVI FSC and seeing them through to successful determination and is also known for her ability to develop practical, effective and efficient remediation strategies for various financial intermediaries, subject to regulatory enforcement action. Shamini was appointed as a member of the BVI Fintech Committee in April 2019.

In addition to being a member of the International Compliance Association, Shamini also serves as an external faculty member. Shamini is called to the Bars of Saint Lucia and the British Virgin Islands.

Jacqueline Daley serves as a consultant at Gold Leaf Consulting Services Limited.

Jacqueline has over 20 years’ experience practicing in the BVI as a leading Corporate and Commercial lawyer and prior to joining Gold Leaf, she was a partner of the BVI’s largest and oldest law firm and was head of their BVI Corporate and Commercial team and head of their Trademarks practice.

Jacqueline is recognized as a corporate governance expert and in addition to routinely guiding clients through complex corporate law issues, she has contributed the BVI chapter of the Corporate Governance and Directors Duties Global Guide for Thompson Reuters Practical Law and has authored several articles related to these topics. Jacqueline brings to Gold Leaf her comprehensive knowledge of the BVI’s economic substance rules and best practices and combines this with her corporate governance knowledge to offer clients practical and pragmatic advice and solutions.

Jacqueline has acted as BVI counsel to an extensive client base including banks, multinational corporations and several BVI companies listed on the stock exchanges of the United States, Canada and the United Kingdom. Her notable transactions include advising on the first Plan of Arrangement under the BVI Business Companies Act and advising one of the world’s largest mining companies on a restructuring which resulted in a single merger of more than 40 BVI companies.

During her legal career, Jacqueline has been recognized by Chambers & Partners, Legal500, IFLR 1000 and Latin Lawyer. Her offshore experience also includes advising on Anguilla corporate law.

Jacqueline is highly respected within the BVI legal fraternity and served as President of the BVI Bar Association for over 3 years and she is a member of the Society of Trust & Estate Practitioners (STEP) and the International Trademarks Association (INTA).

In addition to her legal qualifications Jacqueline holds a Diploma in Compliance from the International Compliance Association (ICA) and speaks Spanish.

Ian Ross is a highly qualified and prominent international fraud expert with 30 years’ experience in compliance, risk management, and financial crime investigation and prevention.



Ian gained his initial experience in fraud investigation as a UK police officer before extending his skills and competencies to key international commercial sectors.
